Here in north the entire ceiling should have a vapour barrier and the boxes are suppose to be wrapped in plastic as well to continue the barrier. Secure the downrod to the octagon cover using a lock-ring on each side of the cover. FYI- that cover (and others I found) only permits a 20 degree sway. ctxgs
