FOV is fixed to whatever the HMD is designed to output, changing it would make things look heavily distorted. Though SkyrimVR does have a toggle that reduces FOV whenever the player is moving so perhaps it's that. It's in the VR settings menu. But, literally everyone can max out their FoV to 120 if it was available… thats the definition of fair.
